PALISADE VILLAGE BOARD OF TRUSTEES REGULAR SESSION MINUTES FEBRUARY 12, 2025

 The Palisade Village Board of Trustees met in Regular Session Wednesday, January 8, 2025 at the Village Office. MEMBERS PRESENT: Chairman Jason Hicks, Kaila Brown, Randy Miner, Joe Vrbas, Reid Ott.  OTHER STAFF PRESENT: Kristin Ward, Hunter Miner.   GUESTS PRESENT:  Starla Ott, Carolyn Emerick, Richard Black
 Chairman Hicks called the meeting to order at 7:00 p.m. Roll call was taken.
 Chairman Hicks made everyone aware of the Open Meeting Act Notice posted in the Village Board meeting room.
 Motion was made by Miner and seconded by Ott to move to executive session at 7pm.  Yea:  Hicks, Ott, Vrbas, Brown, Miner. Nay: None. Motion carried.
 Vrbas made a motion to come out of executive session at 7:28 pm, Ott seconded.  Yea:  Hicks, Ott, Vrbas, Brown, Miner. Nay: None. Motion carried.
 The Board directed the Village Attorney to draw a letter up regarding account 20029007.
 Motion made by Miner and seconded by Ott to approve the January 8, 2025 regular session minutes with corrections. Yea:  Hicks, Ott, Vrbas, Brown, Miner. Nay: None. Motion carried.
 The Board reviewed the financial statements, there was discussion.
 Claims were presented and reviewed by the Board. Motion was made by Miner and seconded by Brown to approve claims in the amount of $23,523.18 with library claims in the amount of $109.64 with correction.  Yea:  Hicks, Ott, Vrbas, Brown, Miner. Nay: None. Motion carried.

Library Claims:

 Motion was made by Brown and seconded by Ott to preapprove payroll for February 15, and March 1 with the estimated dollar amount of $4800. Yea:  Hicks, Ott, Vrbas, Brown, Miner. Nay: None. Motion carried.
Old Business:
 Hicks entertained a motion to approve Ordinance 11-24 regarding usage rates.  Ott made a motion to approve Ordinance 11-24.  Miner seconded.  Yea:  Hicks, Ott, Vrbas, Brown, Miner. Nay: None. Motion carried.
 Miner made a motion to suspend the 3-reading rule, Ott seconded.  Yea:  Hicks, Ott, Vrbas, Brown, Miner. Nay: None. Motion carried.  Ordinance 11-24 was passed under suspension of the three-reading rule and will go into effect after publication.
New Business:
 Miner made a motion to accept the Librarian’s resignation, Brown seconded.  Yea:  Hicks, Ott, Vrbas, Brown, Miner. Nay: None. Motion carried.
 Board instructed Ward to advertise for position of librarian.
 The Board discussed amending the water ordinance regarding due dates and disconnection procedure.
 Motion was made by Vrbas and seconded by Brown to close the bank account at Adam’s Bank and Trust in the amount of $2,237.27 and deposit it into the Park/Pool account.  Yea:  Hicks, Ott, Vrbas, Brown, Miner. Nay: None. Motion carried.
Citizen’s Comments:
 Carolyn Emerick invited members of the Board to attend a visionary session pertaining to improvements and community projects at the park.
Reports of Commissioners
 and Committees:
 Clerk Ward informed the board on Clerk School and plans to enroll in a QuickBooks class.
 Utility Superintendent Hunter Miner updated the board on the date of Chemical school, receiving water certification and that the pump has been functioning properly since its repair.
 Library/Cemetery Commissioner Miner reported a burial.  The yearly report for the library is available.  Computer upgrades are working and they are preparing for Pioneer Day.
 Park, Pool, and Housing Commissioner Brown discussed ideas on park improvements.
 Street, Police and Tree Commissioner Ott gave up update on Railway Street.
 Water and Sewer Commissioner Vrbas reported maintenance on sewer lines.
 Health Commissioner Hicks gave his report.
 Building permits: none
 The next regular session board meeting will take place in the Village Office at 7 pm CDT, on March 12, 2025.
 With no further business, Chairman Hicks adjourned the meeting at 8:24 p.m.
