REGULAR MEETING PROCEEDINGS
 The Village of Haigler Board met for a Regular Meeting at 7:00p.m. held at the Village Board room. Notice of Meeting was posted in advance at the Haigler US Post Office, Family Market and Haigler Country Café and given to Board members prior to meeting. Chairperson Irwin called the Meeting to order at 7:00p.m. and stated the location of the Open Meetings Act. Present: Board Members Haskell, Irwin, Noffsinger and Tafoya. Absent: Sherri Gregory. Others present: Superintendent Casey Richard, Clerk/Treasurer Karen Testa. No one from the Sheriff’s department was able to attend the meeting. Public comments: none. No Dundy County Sheriff report presented; Clerk report presented. Superintendent/maintenance report presented. Motioned, seconded, and carried for all approved items listed. Board Member Gregory was absent from the entire meeting so did not vote on any items. Approved Minutes of the Regular Meeting held on April 8th, 2026. Approved the May 2026 Claims. Approved the May 2026 Treasurer’s Report. Regarding West Central Nebraska Development District, the Village of Haigler has put an advertisement in the paper for three weeks in regard to the Request for Quote — Comprehensive Plan and Municipal Code Update. The publication dates: April 23rd, April 30th, and May 7th, 2026. May 20th is the deadline for the bids to be sent to the Village of Haigler. Regarding payment structure and arrangements with Dundy County for Emergency Director Expenses associated with the Local Emergency Operations Plan (LEOP), the Village of Haigler has not heard from the Dundy County Commissioners in regard to any updates at this time. A discussion on buying a drop box for the Village of Haigler. The Board Members gave their consent to purchase the drop box. No vote was taken. Ordinance #2026-02 regarding to amend Trash Service rates was read by Chairperson Irwin. Approved to waive three separate readings for Ordinance #2026-02. Haskell made a motion, seconded by Noffsinger, to waive three readings of Ordinance #2026-02. Yes votes: Tafoya, Irwin, Haskell and Noffsinger. Absent: Gregory. Approved final passage and adoption of Ordinance #2026-02. Tafoya made a motion, seconded by Haskell, for final passage and adoption of Ordinance #2026-02. Yes votes: Irwin, Haskell, Noffsinger and Tafoya. Absent: Gregory. Ordinance #2026-03 regarding to amend Water Service rates was read by Chairperson Irwin. Approved to waive three separate readings for Ordinance #2026-03. Noffsinger made a motion, seconded by Tafoya, to waive three readings of Ordinance #2026-03. Yes votes: Tafoya, Haskell, Irwin and Noffsinger. Absent: Gregory. Approved final passage and adoption of Ordinance #2026-03. Haskell made a motion, seconded by Noffsinger, for final passage and adoption of Ordinance #2026-03. Yes votes: Noffsinger, Tafoya, Haskell and Irwin. Absent: Gregory.
 The annual review of Village policies was had with updates to include recently passed Ordinances pertaining to trash services and water rates; Haskell made a motion, seconded by Tafoya, that the revised Village Policies be approved and accepted. Yes votes: Irwin, Haskell, Tafoya and Noffsinger. Intuit Quick Books notified the Village of Haigler that on July 1st, 2026, Quick Books Online Payroll will automatically pay and file all payroll taxes that were already set up and the Village of Haigler will no longer be able to manually submit payments or filings for those taxes in the Payroll Tax Center.
 Chairperson Irwin adjourned the meeting at 8:03p.m. A complete copy of the Minutes is at the Village office for viewing, or at: www.haiglerne.com/boardoftrustees. The Clerk has 10 working days post-Meeting to prepare the Minutes; Minutes are approved at the next Board Meeting.
