VILLAGE OF TRENTON BOARD OF TRUSTEES MEETING 5:30 PM – Tuesday, February 11th, 2025 – Village Office

 Notice of the meeting was posted at the Village Office, Community First Bank, and the Post Office on February 5th, 2025.
 The Board of Trustees Meeting of the Village of Trenton was called to order on Tuesday, February 11th, 2025, at 5:30 PM, in the Village Office with the following members present: BOARD MEMBER PRESENT: Drain, Swanson, Hodges, Eldridge, and McDonald. STAFF PRESENT: McCauley and Caddick.  STAFF ABSENT: Poppert
 Chairman McDonald opened the meeting at 5:30 PM. and made the Open Meetings Act announcement and stated that the poster is on the wall for all to view. Roll Call – McDonald, Hodges, Eldridge, Drain, and Swanson.
CITIZEN FORUM
 Nothing to report
 Motioned by Drain, second by Eldridge to approve agenda.  Ayes: Hodges, Drain, Swanson, Eldridge, and McDonald. Motion carried.
 Motion by Eldridge, second by Swanson to approve January 14th, 2025, regular
 meeting minutes.  Ayes: Swanson, Drain, Eldridge, Hodges, and McDonald. Motion carried.
 Motion by Drain, second by Swanson to approve January 2025 Treasurer’s Report apart from updating some of the dates to say 2025. Ayes: McDonald, Hodges, Eldridge, Drain, and Swanson. Motion carried.

REPORT OF OFFICERS, BOARD COMMITTEES
 Park/Pool (Swanson, McDonald, Drain): More discussion later on agenda item 23.1 regarding the basketball court. The Board briefly discussed getting more members and fundraising efforts for the pool and park committee.
 Street/Trash/Utility (Hodges, Eldridge, McDonald): Great Plains Power is done with the work on the substation. The new dumpsters are also in.
 COMMUNITY DEVELOPMENT – Amy Thelander and Amy Sauer: Due to the weather, table for next month.
 ATTORNEY (Schroeder/Schroeder): Due to the weather, table for next month.
ORDINANCE OR RESOLUTION
 Attorney Schroeder created a resolution to raise water rates by $0.25 per year, for 3 years.    Motion by Hodges, second by Eldridge to approve resolution #2025-2-1 with the annual start dates of 2-11-2025, 2-11-2026, and 2-11-2027. Ayes: Drain, Swanson, McDonald, Hodges, and Eldridge. Motion carried
 UTILITY SUPERINTENDENT (CADDICK): Superintendent Caddick updated the Board of Trustees on employee Page’s CDL status. He is waiting to attend more classes until he receives aid from the military. Superintendent Caddick will have him call to get an update tomorrow.
 Caddick informed the Board that a resident brought a dog into the office because he was working on something else and was not able to get to the dog call for hours. The citizen who attended the meeting stated that they brought in the dog only after calling the office first, stopping by the shop where they would not take the dog in, and finally brought it to the main office. After a brief discussion with the office employee, McCauley, the Board of Trustees saw no issue with citizens bringing dogs into the office until Caddick can get to the call. Further discussion next month on getting a kennel for the office in case this happens again.
 WATER: Superintendent Caddick informed the board that Tony Martinez was here on February 5th. Following his visit we were released from mandatory chlorination. Caddick will inform the Village when tests are coming back with no trace of chlorine.
 SEWER: Superintendent Caddick informed the board that a pipe on the hill collapsed and there have been overflowing issues up there. Johnson Sewer will be here in March for their annual cleaning of the lines. While they are here, they could fix the pipe that collapsed. Caddick will get a bid for the next meeting on what the repairs will be.
 ELECTRIC: Caddick told the Board of Trustees that Great Plains Power is done with their work on the substation, as previously mentioned. They started to take the materials down, but with the weather had to stop. Eymann from MEAN will be back next week. Trustee Eldridge requested that Superintendent Caddick have him look at what SWPPD had issues with and see what our next steps are now that the substation is done.
 New meters are beginning to be installed. Currently there are 7, but Dutton-Lainson requested to only do a few at a time to ensure they are working.
 TRASH: Superintendent Caddick informed the board that the dumpsters came in, as briefly discussed. Both trash trucks are working well again. They had to fix the high-pressure sensors and get new filters this month, but it is running smoothly now.
 STREET: Caddick told the Board of Trustees that Shelco has started the curb and gutter work by the school. It is taking a little longer because they can’t bring concrete in until mid-afternoon with the temperatures. Once the school is complete, they will move to the other side of the school by the empty lot and then to the tattoo shop.
 Superintendent Caddick investigated street signs as per the last meeting. He informed the board that we need 129 new signs in town. They will cost $29.90 a piece, plus the cost of brackets, making the total $4,296.10. Trustee Swanson asked if we could use keno funds for this. Employee McCauley thinks we could but will make sure before they are ordered.
 Motion by Drain, second by Swanson, to order all the signs needed with Keno funds. Ayes: Eldridge, Drain, Hodges, Swanson, and McDonald.
 VILLAGE CLERK: Deputy Clerk McCauley informed the board that meter readings will be February 19th– 21st this month.
 Trustee Eldridge brought up closing the office at four o’clock (4:00) pm CT with the rest of the board. He stated that this would either help us cut down on some spending or give office employees an hour of uninterrupted work time. The rest of the Board agreed with this and requested we notify the public in as many ways as we can, via signs, printed on this month’s bills, and Facebook.
 Motion by Eldridge, second by Swanson to start closing the office at four o’clock (4:00) pm CT beginning March 1st with the understanding that the public will be notified.  Ayes: Hodges, Eldridge, McDonald, Swanson, and Drain. Motion carried.

 POOL GROUP: Superintendent Caddick informed the Board that he received a bid for the basketball court repairs. He also spoke to one member from the previous pool and park committee, and they are unsure about using their funds for maintenance work and would prefer their money to go toward improvements. The Board of Trustees requested that the pool and park current and previous committees communicate and then come to them with what they want to do with their funds. For the basketball court, the Board will continue doing research and discuss it more next month.
 EL DORADO: Since the previous meeting, one person has toured El Dorado and seemed interested. They still haven’t heard more from Graham Realty about touring again. The Board of Trustees thinks it would be good to invite them to next month’s meeting to discuss it further.

NEW BUSINESS
 Trustee Swanson informed the rest of the Board that Nebraska State statutes require all fire hydrants, curbs around them, and the fire station entrance to be painted. It hasn’t been done in a while but should be kept up. Trustee Hodges also pointed out that handicapped spaces need repainted. The Board requested we get this done once the weather is better in the spring.

 Motion by Hodges, second by Drain to approve the claims list for January 2025 except for updating a few dates to read 2025. Ayes: Swanson, Drain, Eldridge, Hodges, and McDonald. Motion carried.
