PALISADE VILLAGE BOARD OF TRUSTEES REGULAR SESSION MINUTES FEBRUARY 11, 2026  

The Palisade Village Board of Trustees met in Regular Session Wednesday February 11, 2026 at the Village Office. MEMBERS PRESENT: Chairman Jason Hicks, Reid Ott, Kaila Brown, Joe Vrbas, Randy Miner. ABSENT: none. OTHER STAFF PRESENT: Kristin Ward, Attorney Phil Lyons. GUESTS PRESENT: Starla Ott, Cathy Humphrey  Chairman Hicks called the meeting to order at 7:00 p.m. Roll call was taken.  Chairman Hicks made everyone aware of the Open Meeting Act Notice posted in the Village Board meeting room.  A motion was made by Miner and seconded by Vrbas to approve the January 14, 2026 regular session minutes. Yea: Hicks, Vrbas, Brown, Miner, Ott. Nay: None. Abstain: None. Motion carried.  The Board reviewed the financial statements.  Claims were presented and reviewed by the Board. Motion was made by Ott and seconded by Vrbas to approve claims in the amount of $19,353.97. Yea: Hicks, Ott, Vrbas, Brown, Miner. Nay: None. Abstain: None. Motion carried.  Motion was made by Miner and seconded by Ott to preapprove payroll for February 15, and March 1 with the estimated dollar amount of $4,500. Yea: Hicks, Vrbas, Brown, Miner, Ott. Nay: None. Abstain: None. Motion carried.

Old Business:  

A motion was made by Vrbas and seconded by Miner to go into executive session to discuss the interviews for the position of Utility Superintendent at 7:08 pm. Yea: Hicks, Vrbas, Brown, Miner, Ott. Nay: None. Abstain: None. A motion was made by Vrbas and seconded by Miner to come out of executive session at 7:18 pm. The Board instructed Ward to continue to advertise for the position

New Business:

A motion was made by Brown and seconded by Vrbas to approve Resolution 02-2026, outlining pool rental requirements. Yea: Hicks, Ott, Vrbas, Brown, Miner. Nay: None. Abstain: None. Motion carried. Cathy Humphrey was in attendance from the CS Club and discussed with the board the potential for using the Village Office as a space for a potential food pantry.

Citizen’s Comments:  

None.

Reports of Commissioners and Committees:

Clerk Ward reported information on housing studies, communication with the residents utilizing the website vs. text my gov, and utility accounts.  Library/Cemetery Commissioner Randy Miner reported that the wreaths have been removed and disposed of, and there is a painting workshop at the library scheduled for March 14.  Park, Pool, and Housing Commissioner Brown reported that the park has been chosen by students at UNL for a capstone project.  Street, Police and Tree Commissioner Ott gave his report.  Water and Sewer Commissioner Vrbas reported on dumpsters needing repaired and discussed the iron scrap pile at the dump.  Health Commissioner Hicks reported to the Board.

Building permits: none.
