DUNDY COUNTY COMMISSIONERS MAY 4, 2026 MEETING
The regular meeting of the Dundy County Commissioners was held on May 4, 2026, in the Commissioner Room. The notice of this meeting was published on April 30, 2026, in the issue of the Scoop Media News. Present: Chairman Sye Tecker, Commissioner Aaron Keiser and Commissioner Tom Richard, Deputy Clerk – Christina Collier, Assessor-Tish Burrell, Treasurer-Penny Denny, Sheriff Bang, County Attorney-Arlan Wine, Karen Baker, Travis Kier, Nick Baney, and Kenny Haines. Chairman Sye Tecker called the meeting to order at 8:34 AM and announced the location of the Open Meetings Act on the board on the south wall. Motion was made by Commissioner Richard to approve the agenda, seconded by Commissioner Keiser. Ayes: Unanimous Commissioner Keiser moved to approve the minutes of April 6, 2026, Commissioner Richard seconded. Ayes: Unanimous Public Comment: None Commissioners reviewed claims for the pay period of 4/12-4/25/2026. Questions and/or comments were addressed and discussed as presented. Motion made by Commissioner Keiser to approve claims with removal of the above-mentioned claim, seconded by Commissioner Richard. Ayes: Unanimous

No monies were transferred from the Inheritance Tax account.
Discussion about the Haigler shop was initiated with a motion made by Commissioner Keiser to accept the resignation of Lorena McArthur, Haigler shop supervisor, seconded by Commissioner Richard. Ayes: Unanimous.
Nick Baney and Travis Kier shared their thoughts with the commissioners about ways to fix the roads in the Haigler district. Chairman Tecker asked Nick and Travis if they would be interested in transferring to the Haigler shop to fill the supervisor position. Both gentlemen would like to have more discussion with the commissioners prior to making that decision.
The topic of contractors using county equipment to perform tasks was revisited.
The deputy clerk shared an email of conversation between the clerk, Mary Seybold, and John Christensen with NIRMA regarding insurance coverage. Mr. Christensen stated the contractor should confirm that they will be responsible for any damage while they are using county property and the contractor’s insurance should be the primary insurance in the case of damage. At this point only one bid had been received from Richard Boon with Boon Trucking. Commissioner Richard called Mr. Boon during the meeting to have a discussion regarding the findings of Mr. Christensen. Mr. Boon stated that his insurance is already set up to cover damage of that nature and he is comfortable with being responsible for damage to the county property. With the rising cost of fuel, Mr. Boon would like to resubmit a bid for consideration. Commissioner Keiser informed him that would mean that the commissioners would need to reopen the bidding process and Mr. Boon agreed. The deputy clerk will put the bidding opportunity in the local newspaper and include this in the next agenda.
There has been one application received regarding the part-time Class A Road Superintendent position with Dundy County from Kent Anderson. Commissioner Keiser contacted Mr. Anderson during the meeting via phone to discuss details. After the call, a motion was made by Commissioner Keiser to hire Kent Anderson for bridge inspections, as well as filing state and federal paperwork, seconded by Commissioner Richard. Ayes: Unanimous. Mr. Anderson will be compensated at the rate of $60/hr. plus mileage.
The discussion of changing road maintenance routes was revisited. Commissioners had conversations with their respective shop employees about the proposed changes. None of the employees seemed to be against the changes but some would like to wait for a decision until after the primary election next week. The commissioner opted to wait for further discussion and/or decisions until the next meeting.
The commissioners resumed the discussion of leasing a truck for the Roads Department. Commissioner Keiser stated he had gotten a bid from Bruckner’s in Hays, KS. He was given two terms to consider: Four (4) years at $30,494.63/yr with a buyout/trade-in amount of $97,000 or Five (5) years at $27,986.93/yr with a buyout/trade-in amount of $89,750. Commissioner Keiser is waiting on a bid from RDO in Lexington and would like to do more research on the road budget before making a decision. The commissioners agreed that there are three working trucks in the department and there is no rush to get into a leased truck.
Chairman Tecker shared about a discussion he had with Tallgrass Energy. The company will be upgrading 10-15 miles of pipeline to 24” pipes. The new pipe will be laid next to the existing pipeline and may cause a slight amount of road reconstruction. Commissioner Keiser asked if the company would be returning the land to its original state to which Chairman Tecker confirmed they would. Commissioner Keiser also inquired about any zoning issues with this project. Chairman Tecker had spoken with Pam Reichert (Zoning Administrator) and was told that she didn’t feel there would be an issue. The project is slated to begin in spring/summer 2027.
Employee benefit renewal period was the next item on the agenda as it is July 1st. The commissioners had read over the information prior to the meeting and requested a NACO representative to attend the next meeting to go over options for the new fiscal year.
The assessor, Tish Burrell, shared a tax adjustment due to a transfer of ownership of the “old NAPA building” downtown. Daisy Ruiz has deeded the property over to the City of Benkelman. This property will now be on the tax roll as it is not currently being used for a public purpose. The City of Benkelman can submit a protest to the Board of Equalization.
