JULY 6, 2026 MEETING
 The regular meeting of the Dundy County Commissioners was held on July 6, 2026, in the Commissioner Room. The notice of this meeting was published on July 2, 2026, in the issue of the Scoop Media News.
 Present: Chairman Sye Tecker, Commissioner Aaron Keiser, Commissioner Tom Richard, Deputy Clerk – Christina Collier, Assessor-Tish Burrell, Treasurer-Penny Denny, Chief Deputy Lucci, County Attorney-Arlan Wine, Karen Baker, Dan Wilkens, and Vince Turpin.
 Chairman Sye Tecker called the meeting to order at 8:30 AM and announced the location of the Open Meetings Act on the board on the south wall.
 Motion was made by Commissioner Keiser to approve the agenda, seconded by Commissioner Richard. Ayes: Unanimous.
 Commissioner Keiser moved to approve the minutes of June 15, 2026, seconded by Commissioner Richard. Ayes: Unanimous.
 Commissioner Richard moved to approve the special meeting minutes of June 29, 2026, seconded by Commissioner Keiser. Ayes: Unanimous.
 Public Comment: None
 Commissioners reviewed claims for the pay period of June 7 – June 27, 2026. Questions and/or comments were addressed and discussed as presented. Motion made by Commissioner Keiser to approve claims as presented, seconded by Commissioner Richard. Ayes: Unanimous.

No monies were transferred from the Inheritance Tax account.
 Dan Wilkens with Wilkens Construction presented Phase 2 (final phase) of the Communication Center/Jail remodel. The proposed bid for the phase is $12,142.86, which includes an automatic unlocking door, window protection, backsplash in the booking area, entryway floor covering, as well as work in the break room. All commissioners took time during the meeting to go to the communication center with Dan to see the proposed additional work. Mr. Wilkens also discussed the water damage issue at the annex building. He stated that he was waiting for the insurance adjustor to return contact. He will try to get a rush on communications and construction details. Commissioner Keiser asked Mr. Wilkens to start with the food pantry so that it may get back open to the public.
 Vince Turpin reported on RHTP (Rural Health Transformation Program), primarily regarding the Rural Health Workforce Retention and Recruitment grants. Mr. Turpin is still trying to figure out all the details regarding stipulations for EMTs that apply for the grant. The grant does require an employer contribution which may be covered by the stipend that is already paid out to EMTs per ambulance run attended. Commissioner Keiser asked if the County could have its own stipulations for the share it provides.
 The next topic of discussion was the resignation of County Clerk Mary Seybold. A motion made by Chairman Tecker to acknowledge and accept Ms. Seybold’s resignation and declare the position as vacant, seconded by Commissioner Richard. Ayes: Unanimous. County Attorney Arlan Wise stated that the board could directly appoint a new clerk to finish the term, however the Accountability and Disclosure Commission’s office suggests proceeding through a thorough hiring process. The position is to be posted in the next two weeks of the newspaper with interviews to take place on July 20, 2026.
 With the resignation of Ms. Seybold, the county insurance provider (NIRMA) requested a formal dictation of the successor contact person for the County. A motion was made by Commissioner Keiser to designate Christina Collier, deputy clerk, as the successor contact for NIRMA, seconded by Chairman Tecker. Ayes: Unanimous.
 Deputy Clerk Christina Collier has been working to reconcile over two years of the Imprest Account dating back to December 2022. She brought the suggestion to the board to open a new Imprest Account to keep from getting farther behind and will work on the current reconciling as time allows. This was passed by the auditors prior to this meeting and was given their approval. Commissioner Keiser made a motion to approve opening a new Imprest Account as presented, seconded by Commissioner Richard. Ayes: Unanimous. Commissioner Keiser also made a motion to add the Clerk Assistant, Misty Tyson to the Imprest Account, seconded by Commissioner Richard. Ayes: Unanimous.
 The annual road grader repayment to the Inheritance Tax Fund is $36,000. Commissioner Keiser made a motion to approve the payment for 2025-2026, seconded by Commissioner Richard. Ayes: Unanimous.
 The discussion on road permits for the Tall Grass pipeline was postponed.
 Earlier in the year a bid was received for trimming trees at the courthouse in the amount of $1200. Andrews Landscaping submitted a bid for $500 prior to this meeting. Commissioner Keiser made a motion to accept the bid from Andrews Landscaping for the tree trimming, seconded by Commissioner Richard. Ayes: Unanimous.
 County Treasurer Penny Denny shared her tax sale report. In the report, she stated that there was a purchase of four delinquent parcels.
 County Attorney Arlan Wine reported that the Region 51 Interlocal Agreement for emergency management has been signed by the Dundy County commissioners, Benkelman City Board, and Haigler Village Board. It is also time to be working on the law enforcement agreement between the County and the City of Benkelman. Karen Baker will be reaching out to the city clerk for details.
 Chief Deputy Lucci presented the sheriff’s report. There has been an uptick in vehicle infractions, but investigative cases were down in the month of June. There were no violations for the 4th of July festivities. Currently, the County only has one inmate being housed.

 With no further business, there was a motion made by Commissioner Richard to adjourn the meeting at 10:07 am, seconded by Commissioner Keiser. Ayes: Unanimous.  The next meeting is scheduled for July 20, 2026, at 8:30 A.M. in the Commissioners Room.
