PALISADE VILLAGE BOARD OF TRUSTEES REGULAR SESSION MINUTES SEPT. 10, 2025  

The Palisade Village Board of Trustees met in Regular Session Wednesday, August 13, 2025 at the Village Office. MEMBERS PRESENT: Chairman Jason Hicks, Kaila Brown, Reid Ott, Joe Vrbas. ABSENT: Randy Miner OTHER STAFF PRESENT: Kristin Ward, Attorney Phil Lyons. GUESTS PRESENT: Starla Ott.  Chairman Hicks called the meeting to order at 7:00 p.m. Roll call was taken.  Chairman Hicks made everyone aware of the Open Meeting Act Notice posted in the Village Board meeting room.  A motion was made by Brown and seconded by Vrbas to approve the August 13, 2025 regular session minutes. Yea: Hicks, Vrbas, Brown, Ott. Nay: None. Abstain: none. Motion carried. A motion was made by Ott and seconded by Brown to approve special session minutes from August 20,2025. Yea: Hicks, Vrbas, Brown, Ott. Nay: None. Abstain: none. Motion carried.  The Board reviewed the financial statements.  Claims were presented and reviewed by the Board. Motion was made by Ott and seconded by Vrbas to approve claims in the amount of $32,230.93 with $3365.80 in library claims. Yea: Hicks, Vrbas, Brown, Ott. Nay: None. Abstain: None. Motion carried.  Motion was made by Brown and seconded by Vrbas to preapprove payroll for September 15, and October 1 with the estimated dollar amount of $8,500. Yea: Hicks, Vrbas, Brown, Ott. Nay: None. Abstain: None. Motion carried.  Chairman Hicks opened the public hearing for the annual 1 & 6 at 7:09p.m. The Board discussed plans for the 1 & 6. Chairman Hicks closed the public hearing at 7:44 p.m. and reopened the regular meeting at 7:45 p.m.  Old Business: None  New  Business:  The Board discussed hours for part time help for the upcoming winter season. Citizen’s Comments:  The board reviewed a citizen complaint. Reports of Commissioners and Committees:  Clerk Ward informed the Board of a public meeting for Hitch & Hay, a rise in propane prices, the application for another Free Little Library, and the plans to attend the CS Club meeting to discuss fundraising for the swimming pool liner.  Utility Superintendent Hunter Miner reported the road grader repair is on its way.  Library/Cemetery Commissioner Randy Miner was absent, Starla Ott reported for the library. Ott reported a back-to-school event, plans to attend a workshop with the librarian, Halloween Festival plans, a book sale and the attendance for the book club has increased.  Park, Pool, and Housing Commissioner Brown reported the pool is closed and drained, storm damage at the park has been cleaned up and the new playground equipment has arrived.  Street, Police and Tree Commissioner Ott updated the Board the completion of the gravel being placed on County Avenue.  Water and Sewer Commissioner Vrbas reporting jetting was a success.  Health Commissioner Hicks reported to the Board. Building Permits: 402.  A motion was made by Ott and seconded by Brown to approve building permit #402. Yea: Hicks, Brown, Ott. Nay: None. Abstain: Vrbas. Motion carried.  The next regular session board meeting will take place in the Village Office at 7 pm CST, on October 8, 2025.  With no further business, Chairman Hicks adjourned the meeting at 8:18 p.m.  Attest: Kristin L.
