CITY OF BENKELMAN PUBLIC HEARING GENERAL REDEVELOPMENT PLAN AREA #1 MONDAY, DECEMBER 15, 2025  

Following the Public Hearing for the Blight & Substandard Declaration Area #1, the City Council met in the Council Chambers at 6:35 p.m. for a Public Hearing. Present: Mayor Tammy Buffington; Council Members JoAnn Decker, Dustin Bundy; City Clerk/Treasurer Robyn Mathews; City Superintendent Tim Smith; City Attorney Tawna Holmstedt (By Conference); Dundy County Sheriff Bang; Absent: Council Members Nick Baney, Deb Stamm; Others present: Gary Cabral, Leigh Real, Trevor Horner, JP Metzler and Doug Christiansen Five Rule Planning (By Conference).  Mayor Buffington called the meeting to order and stated that we follow the open meetings law, which is posted on the south wall by the main entrance.  Council member JoAnn Decker made a motion to open the Public Hearing at 6:35 p.m. for the General Redevelopment Plan Area #1, seconded by Dustin Bundy. Ayes: Bundy, Buffington, Decker; Absent: Stamm, Baney; nays: none. Motion passed.  Doug Christainsen from Five Rule Planning explained the purpose of having a General Redevelopment Plan in place. While it is not the sole purpose for establishing one, the general reason is the CRA would be able to possibly purchase properties on Sheriff’s sale. A current copy of the General Redevelopment Plan Area #1 and its map are available for viewing at the city office.  Council member Dustin Bundy made a motion to close the Public Hearing for the General Redevelopment Plan Area #1 at 6:38 p.m., seconded by JoAnn Decker. Ayes: Buffington, Decker, Bundy; Absent: Stamm, Baney; nays: none.
