DUNDY COUNTY COMMISSIONERS  JUNE 15, 2026 MEETING

The regular meeting of the Dundy County Commissioners was held on June 15, 2026, in the Commissioner Room. The notice of this meeting was published on June 11, 2026, in the issue of the Scoop Media News.  Present: Chairman Sye Tecker, Commissioner Aaron Keiser, Commissioner Tom Richard, Deputy Clerk – Christina Collier, Assessor-Tish Burrell, Treasurer-Penny Denny, Sheriff Bang, County Attorney-Arlan Wine, Karen Baker, Deputy Lucci, Ag Extension-Wendi Vanderford, Julie Jones, Peggy Parker, Joann Decker, Caitlyn Whitehead, and Kaye T Bieck.  Chairman Sye Tecker called the meeting to order at 8:32 AM and announced the location of the Open Meetings Act on the board on the south wall.  Motion was made by Commissioner Keiser to approve the agenda, seconded by Commissioner Richard. Ayes: Unanimous.  Commissioner Richard moved to approve the minutes of May 18, 2026, seconded by Chairman Tecker. Ayes: Tecker and Richard. Abstain: Keiser.  Commissioner Keiser moved to approve the minutes of June 1, 2026, seconded by Chairman Tecker. Ayes: Tecker and Keiser. Abstain: Richard.  Public Comment: None  Commissioners reviewed claims for the pay period of May 24 – June 6, 2026. Questions and/or comments were addressed and discussed as presented. Motion made by Commissioner Keiser to approve claims after omitting the NIRMA bill, seconded by Commissioner Richard. Ayes: Unanimous.

No monies were transferred from the Inheritance Tax account.
 Caitlyn Whitehead of Prairie Plains CASA presented an annual update and requested continued funding for the program. This program enlists volunteers to support children in abuse/neglect cases and impacts multiple counties in its coverage region.
 Kaye T Bieck with the Family Resource Center presented the center’s annual report and requested continuing funding for the program. The Family Resource Center empowers children/families and connects communities with support and access to essential resources.
 Julie Jones and Peggy Parker addressed the commissioners regarding replacing the heat pump at the Dundy County Library. They received a bid from Schorzman Heating and Air Inc. in the amount of $13,499.00. There were many issues last summer including have to close the library due to the heat. The current system is requiring several more repairs to keep the library and its technology going this summer. It was suggested to try grants and fundraisers as well. Ms. Jones and Ms. Parker also shared a calendar of events the Dundy County Library has been hosting over the past year.
 Joann Decker was in to update the commissioners on the status of the Benkelman Cemetery maintenance. There has been an individual that has stepped up to finish out the mowing season. This leaves preparing graves for burials as an unknown. If this has to be contracted out the cemetery will lose money on burials. Ms. Decker was asked if local youth groups could assist with the upkeep of the cemetery. She stated that workman’s compensation and insurance present issues with that option. The cemetery board will keep the commissioners up to date with any changes.
 Continued from the 6/1/26 meeting, the commissioners considered extending the Conditional Use Moratorium for another 12 months. Commissioner Keiser made a motion to adopt Resolution 76-26-9 extending the Conditional Use Moratorium, seconded by Chairman Tecker. Ayes: Unanimous.
 The next item on the agenda was to consider the engagement letter from Gabriel Burger Else CPA, PC, as the current auditor for Dundy County. Treasurer Penny Denny stated that the company has been good to work with. Christina Collier shared that the company has been helpful with the delinquent reconciling of the Imprest account from December 2022 forward. Commissioner Keiser made a motion to approve the signing of the engagement letter from GBE, seconded by Chairman Tecker. Ayes: Unanimous.
 Another engagement letter was up for consideration for the budget preparer, Daniel D. Miller, CPA, PC. Clerk Mary Seybold sent an email requesting to wait to approve the letter for a bid from another individual. With time constraints as it is budget prep time, a motion was made by Commissioner Richard to sign the engagement letter from Mr. Miller, seconded by Commissioner Keiser. Ayes: Unanimous.
 Attorney Arlan Wine addressed the commissioners regarding coroner procedures in unattended deaths. Mr. Wine wanted the commissioners to know that the County may have to cover costs for transport and/or autopsies. However, every effort would be made to make sure the County is repaid for such.
 Mr. Wine also presented an interlocal agreement pertaining to the compensation for the court bailiff that is shared by nine counties. He presented an email from Judge Patrick Heng requesting an increase in wages and a schedule of such going forward. Commissioner Keiser made a motion to accept the request as presented, seconded by Commissioner Richard. Ayes: Unanimous.
 The commissioners continued the ongoing discussion of making a change to road maintenance routes. Commissioner Keiser made a motion to approve the changes as suggested by then Roads Supervisor Kurt Sellers, seconded by Chairman Tecker. Ayes: Unanimous.
 The discussion of a supervisor in the Haigler roads shop was shortly reviewed. It was stated that there simply is not a supervisor for that shop at this time.
 On Wednesday, June 10, 2026, the water heater in the annex building had a major malfunction which resulted in extensive water damage. There was an update and brief discussion of the situation. Ag Extension Wendi Vanderford will be working remotely until further notice while the County Attorney’s office will continue to work in the annex building.
 Commissioner touched on the employee PTO policy to make sure all department heads were on the same page. All hourly employees are to use PTO to fill in time gaps for their required full-time hours. Department heads were also asked to keep a running tally of their employees’ PTO hours to be compared with the hours calculated by the clerk’s office.
 The roads department needs additional stock of road grader blades. Commissioner Keiser presented bids from B’s Enterprises Inc., CAT, and John Deere. He stated that Chase County Roads is willing to share a load of blades to keep costs down for both Dundy and Chase counties. Ultimately, Commissioner Keiser made a motion to accept the bid from John Deere due to cost and time of receipt of goods, seconded by Chairman Tecker. Ayes: Unanimous.
 Attorney Arlan Wine presented an item from his office that had not previously been covered in this meeting. The Region 51 Emergency Management agreement between the County, City of Benkelman, and Village of Haigler has been signed by each entity and is in full effect.
 Sheriff Bang shared there are currently two inmates in custody, one in Red Willow County and one in Lincoln County. He stated there will be an open house for the public to see the newly updated communication center and jail on Saturday, June 20, 2026, from 9:00 am to 12:00 pm. The sheriff stated there will be a “Phase 2” that will cost approximately $14,000 to $15,000 max as was previously discussed. He said it looks like the summer will be a busy one for him and his deputies. Chairman Tecker asked about the traffic on West Highway 34. The sheriff said that his office had a Selective Traffic Operation which resulted in over 20 violations. He also stated that his department will probably begin doing a couple Selective Traffic Operations each year going forward.
 Commissioner Keiser went over the departments and funding lines that are over budget for the fiscal year. There will be a special meeting on June 22, 2026, at 8:00 am to discuss budget authority transfers and create resolutions for corrections.

 With no further business, there was a motion made by Commissioner Keiser to adjourn the meeting at 10:35 am, seconded by Chairman Tecker. Ayes: Unanimous.  The next meeting is scheduled for July 6, 2026, at 8:30 A.M. in the Commissioners Room.
