DUNDY COUNTY COMMISSIONERS  JULY 21, 2025 MEETING  

The regular meeting of the Dundy County Commissioners was held on July 21, 2025, in the Commissioners’ meeting room. The notice of this meeting was published in the July 17, 2025, issue of the Scoop Media News.  Present: Commissioners Sye Tecker and Tom Richard, Deputy Clerk – Christina Collier, Treasurer – Penny Denny, Attorney – Arlan Wine, Sheriff – KC Bang, Roads Superintendent – Kurt Sellers, and Karen Baker. Commissioner Keiser via telephone.  Vice-Chairman Sye Tecker called the meeting to order at 8:30 am and announced the location of the Open Meetings Act poster in the Dundy County Commissioners’ meeting room.  Motion was made by Commissioner Richard to approve the agenda for the meeting, seconded by Commissioner Tecker. Ayes: unanimous.  Commissioner Tecker entertained a motion to approve the minutes of the previous regular meeting of the Commissioners on July 7, 2025. Commissioner Richard made a motion to approve the minutes of said meeting as read, seconded by Commissioner Tecker. Ayes: unanimous.  Public Comment: There were no public comments.  Commissioner Tecker reviewed the claims for the pay period of 6/30/25 through 7/12/25. Questions and/or comments were addressed and discussed as presented. Commissioner Tecker made a motion to approve the claims as presented, seconded by Commissioner Richard. Ayes: unanimous.

Commissioners Tecker and Richard reviewed the Annual Cemetery Report from Assessor Tish Burrell. Motion to approve the report was made by Commissioner Richard, seconded by Commissioner Tecker. Ayes: unanimous.  Over the last few weeks, meetings/hearings have been held regarding additional expansion of Blackshirt Feeders. Minutes from those meetings were presented to the commissioners for review by Pam Reichert (Zoning Administrator). A motion to approve minutes for Blackshirt Feeders CUP Meetings held on 6/23/25 and 7/15/25, as well as minutes from the Hearings on 6/23/25 and 7/15/25 was made by Commissioner Richard, seconded by Commissioner Tecker. Ayes: unanimous.  Road Superintendent Kurt shared the upcoming Surplus Auction closing date is August 6, 2025, there is not an auction start date yet. There will be advertising in auction magazines, which is free of cost. There is a disconnected gas heater in the old ambulance barn that is currently not in use. Roads Superintendent Kurt Sellers asked if it could be transferred to the Benkelman shop to replace a non-functioning unit. Commissioners Tecker and Richard approved, roads’ employees will be doing the transfer and set up in the Benkelman shop.  Commissioners Richard and Tecker reviewed an engagement letter from Contryman Associates, P.C., an auditing firm. Discussion was had with a decision to check with nearby counties to possibly coordinate auditing firms. Topic tabled.  Pam Reichert, Dispatch Supervisor, discussed results of a security audit for the dispatch department. There were several safety concerns including physical safety of dispatchers, location of restroom facilities, and protecting confidential information. The county is required to show plans for rectifying these deficiencies by 7/31/25. There is currently a plan in place for renovations, however, funding has been an issue. A meeting was scheduled for 7/28/25 to discuss plans further including Pam Reichert, Sheriff Bang, and Commissioner Keiser.  A membership proposal was received from the West Central Nebraska Development District (WCNDD). The commissioners would like additional information from the organization pertaining to the benefits and how this program can help our county. The topic was tabled to request attendance from a representative to discuss further.  The Blackshirt Feeders Road Agreement was considered by the commissioners. Commissioner Keiser explained the details of the agreement for Commissioner Tecker and Commissioner Richard. Following discussion, the motion to accept the agreement was made by Commissioner Tecker, seconded by Commissioner Richard. Ayes: unanimous.  The Commissioners set a date for the Budget Workshop to compile budgets for the upcoming fiscal year. The workshop will be on 8/4/25 beginning at 1:00 pm. Commissioner Keiser reminded those in attendance that budgets from individual offices are due by 8/1/25.  Deputy Clerk Christina Collier presented a quote for replacing a computer in the Clerk’s office that is losing functionality and is no longer in warranty. Attorney Arlan Wine stated that his office is planning to purchase new computers as well. Discussion was had about combining the clerk’s and attorney’s offices to lower the cost of purchase and installation. Motion to approve the computer for the clerk’s office was made by Commissioner Tecker, seconded by Commissioner Richard. Ayes: unanimous.  Treasurer Penny Denny presented Resolution 76-2025-14 regarding the deletion of the Zoning/Planning Fund and the transfer of said funds to the General Fund, per recommendation of the auditor. The motion was made by Commissioner Tecker to approve this resolution, seconded by Commissioner Richard. Ayes: unanimous.  Treasurer Penny Denny presented Resolution 76-2025-15 regarding an overdraft of funds from the K-9 Fund. The resolution would move funds from the county general fund to balance the K-9 Fund. Motion made by Commissioner Tecker to approve this resolution, seconded by Commissioner Richard. Ayes: unanimous. Commissioner Keiser asked Sheriff Bang if he would be willing to do a fundraiser during Dundy County Fair week to help offset costs for the K-9.  Treasurer Penny Denny also presented the General Funds Historical Report, showing history of various funds from June 2021 through June 2025.  Sheriff KC Bang shared that Deputy Swartz has completed training and is now out on patrol, making the department fully staffed. He also shared that one of the two inmates being housed has been sent to the state penitentiary and hopefully the other is sent out of state soon. Sheriff Bang is working on paperwork for and getting hail damage estimates on the patrol fleet. He is pleased with how his department is working together and the work that they have been able to do together due to community support. Commissioners Tecker and Keiser shared public opinions about the visibility of the sheriff’s department in Haigler and Max. Patrons are happier with the amount of time that they see sheriff personnel. Ms. Karen Baker asked to have of record that Sheriff Bang does have a residence in the County. Motion to enter executive to discuss employee issues at 10:05 am by Commissioner Tecker, seconded by Commissioner Richard. Ayes: unanimous. Discussion in executive session was limited to employee issues and is to protect the reputation of an employee while discussing sensitive matters like their performance, hiring, or firing. It also is for the prevention of needless injury to the reputation of the individual(s). Motion to exit executive session at 10:19 am made by Commissioner Tecker, seconded by Commissioner Richard. Ayes: unanimous. Roads Superintendent Kurt Sellers made a recommendation to terminate the employee discussed during the executive session. Commissioner Tecker made a motion to approve the recommendation of the Roads Superintendent to terminate said employee, seconded by Commissioner Richard. Ayes: unanimous. A motion to adjourn the meeting at 10:22 am was made by Commissioner Tecker, seconded by Commissioner Richard. Ayes: unanimous. These minutes are not the official record and may be corrected.
