NOTICE OF PUBLIC HEARING ON AN APPLICATION FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
NOTICE IS HEREBY GIVEN that on September 2, 2025, in the Hitchcock County Courthouse Commissioners Room, located at 229 East D Street, Trenton, Nebraska, The Hitchcock County Board of County Commissioners will hold a public hearing concerning an application to the Nebraska Department of Economic Development for a Community Development Block Grant (CDBG). This grant is available to local governments for community/economic development activities. Hitchcock County is requesting CDBG funds for a project to update the County’s Comprehensive Plan and Zoning Regulations. The need for this project was identified through recognition that the County’s current planning documents are outdated and no longer adequately address contemporary land use challenges, economic development opportunities, and regulatory compliance requirements. The proposed planning activities will take place countywide throughout Hitchcock County, with particular focus on unincorporated areas and coordination with incorporated municipalities within the County boundaries. The total estimated project cost is $28,750.00, with total CDBG funding in the amount of $23,000.00. The CDBG total includes $3,000.00 for General Administration and 25% matched funding of $5,750.00 from local fund sources, e.g., county general fund, special assessment, etc. All funds will be utilized for the National Objective of LMI to benefit low- and moderate-income people. There will be no persons displaced as a result of CDBG activities. The grant application will be available for public inspection at West Central Nebraska Development District, 333 East 2nd St., Ogallala, NE 69153. All interested parties are invited to attend this public hearing at which time you will have an opportunity to be heard regarding the grant application. Written and oral testimony will also be accepted at the public hearing scheduled for 10 :30 CT, September 2, 2025, located at Hitchcock County Courthouse Commissioners Room, 229 East D Street, Trenton, Nebraska. Written comments addressed to WCNDD at PO Box 599, Ogallala, NE 69153 will be accepted if received on or before August 28, 2025.
