Notice of the hearing and meeting was posted at the Village Office, Community First Bank, and the Post Office on July 29, 2025.
The Board of Trustees Meeting of the Village of Trenton was called to order on Tuesday, August 12, 2025, at 5:00 PM, in the Village Office, with the following members present: BOARD MEMBER PRESENT: Drain, Hodges, McDonald, Eldridge, Swanson arrived at 5:08. BOARD MEMBER ABSENT: NONE. STAFF PRESENT: McCauley, Aneas, Attorney Schroeder.
Chairman McDonald opened the meeting at 5:00 PM and made the Open Meetings Act announcement, stating that the poster is on the wall for all to view.
Roll Call – Hodges, Drain, McDonald, Eldridge
Citizen Forum – Community member concerned about the neighbor’s fence and lack of yard care.
Motion Hodges to open the Hearing on the auction of 439 Main Street Building, second Eldridge. Ayes: 4 Absent: 1 Motion Carried.
Bidding began, Swanson arrived. Final bid made.
Motion Eldridge to accept Rowe’s bid of $6,000.00 for 439 Main Street as is subject to the right of remonstrance, second Swanson. Aye’s: 5 Nay’s: 0 Motion Carried.
Motion Hodges to end Hearing and enter Regular Board of Trustees Meeting at 5:09 PM, second Swanson. Aye’s: 5 Nay’s: 0 Motion Carried.
Motion Hodges to approve agenda for August 12, 2025, second Eldridge. Aye’s: 5 Nay’s: 0 Motion Carried.
Interlocal discussion was had. Sheriff unable to attend meeting.
Motion Eldridge to approve the minutes from the Special Meeting July 17, 2025, second Hodges. Aye’s: 5 Nay’s: 0 Motion Carried.
Discussion had on adding Library Savings account to the Treasurer’s Report, clerk will include it next month. Motion Eldridge to approve July 2025 Treasurers Report, second Hodges. Aye’s: 5 Nay’s: 0 Motion Carried.

Schroeder is working on easement for EDM, a survey needs to be done, and the water tower property needs to be considered. Estimated $1,700 for survey and closing has been extended.
Motion Eldridge for McDonald to sign the addendum to purchase agreement to extended the closing date to August 26, 2025, second Swanson. Aye’s: 5 Nay’s: 0 Motion Carried.
Chicken ordinance draft was presented. Changes to be made for next meeting.
Water report- Lead and copper samples completed, water tower valve is going to need fixed before winter. Need to consider this for new budget. Hulbert would like water ran to his property, since he is in town limits we need to budget for this too.
Sewer report- Johnson will be jetting lines week of August 18th.
Electric report- Bucket truck has some maintenance that needs to be done, tantalus is almost complete for the meters waiting on VPN and fiber is almost complete, and meter readings will be August 20-22nd.
Trash report- Dotson is requesting a pay increase discussion was held, dump trailer needs to be fixed discussion held on where to get estimates.
Street- Bobcat is behind on shipping, hours of use have been extended for the time being.
Village Clerk report- WCNDD is a company that will help with grant writing maybe to be considered next budget, sick day policy has changed for the state more information is needed to decide if Village is required to follow same policy, Superintendent applications were distributed, Audit is getting closer to ending, all the QuickBooks discrepancies have been settled, SWPPD offers an incentive if homeowners put in “Split” units, discussion held on beneficial for Village or not.
Library- no report
Housing report-discussion held on if the Village or the Housing is responsible for attorney fees.
Unfinished business- bids received for 704 West G shop road, would like bid to be extended for both sides of the culvert. New bids will be provided next meeting.
New business- Motion Hodges for McDonald to sign resolution 2025-8-12 municipal annual certification of program compliance, second Drain. Aye’s: 5 Nay’s: 0 Motion Carried.
Eldridge exited meeting at 6:15 PM.
Discussion for interlocal agreement with Benkelman was held would like to add electric before approval.
Discussion of housing and attorney fee, the Village is not responsible. Housing has its own budget.
Discussion of interlocal with Sheriff’s department, not proceeding at this time.
Discussion for WCNDD would like to consider for new fiscal year.

Discussion held McDonald and Swanson would host the interviews for Superintendent position
Motion Eldridge to host interviews for the maintenance superintendent position and hire the position after interviews have been completed, second Drain. Aye’s: 5 Nay’s: 0 Motion Carried.
Discussion held on Aneas completing water operator’s class to cover the Village while no superintendent, not on original job description.
Motion Drain to increase Aneas wages to $18.00 effective August 26 second Eldridge. Aye’s: 5 Nay’s: 0 Motion Carried.
Motion to hire Springer as temporary employee for the country trash route every two weeks at $25.00 hour, second Swanson. Aye’s: 5 Nay’s: 0 Motion Carried.
Discussion was held about Caddick being a consultant to utilities no agreement was established.
Discussion held on Dotson wages, evaluation is October, no new certifications, licenses, or job duties have been completed, weekly log to be established.
Motion Hodges deny the bid for tree cutting, wrong address was considered in bid, second Eldridge. Aye’s: 5 Nay’s: 0 Motion Carried.
Motion Hodges to send trash trailer to Ruggles to get estimate on repair, second Swanson. Aye’s: 5 Nay’s: 0 Motion Carried.
Motion Eldridge to donate $2,028.00 to Hitch and Hay to match local funding using Keno funds, second Drain. Aye’s: 5 Nay’s: 0 Motion Carried.
Discussion about Wiley and the unloading trees need to get closer to the pile.
Discussion held about SWPPD incentive, others are offered doesn’t work with MEAN.

Discussion had about what to put on next agenda, nuisance properties, consider full-time trash position, power at park pool house and security, bids for arches at park, and JEO consulting.
