Notice of the Budget Hearing, Public Hearing for 1- and 6-year plan, and Regular Board Meeting was posted at the Village Office, Community First Bank, and the Post Office on September 2, 2025.
The Board of Trustees Meeting of the Village of Trenton was called to order on Tuesday, September 9, 2025, at 5:00 PM, in the Village Office, with the following members present: BOARD MEMBER PRESENT: Hodges, McDonald, Eldridge, Swanson. BOARD MEMBER ABSENT: Drain. STAFF PRESENT: McCauley, Aneas, Attorney Schroeder, Kisker CPA, Carfield
Chairman McDonald opened the Budget hearing and summary at 5:00 PM and made the Open Meetings Act announcement, stating that the poster is on the wall for all to view.
Roll Call – Hodges, Swanson, McDonald, Eldridge
Kisker presented budget summary and 2025-2026 budget. Discussion was made on the budget. The library is requesting an increase in their budget.
Motion by Hodges, seconded by Swanson, to close the budget hearing at 5:26 PM. Motion Carried. Ayes: 4 Absent: 1
Motion by Hodges, seconded by Eldrige, to open Special Hearing to set the final tax request at 5:26 PM. Motion Carried. Ayes: 4 Absent: 1
Ordinance # 870 was introduced by Hodges: AN ORDINANCE TO ADOPT THE BUDGET STATEMENT TO BE TERMED THE ANNUAL APPROPRIATION BILL; TO APPROPRIATE SUMS FOR NECESSARY EXPENSES AND LIABILITIES; TO PROVIDE FOR AN EFFECTIVE DATE.
Motion by Hodges, seconded by Eldridge to suspend that statutory reading of the ordinance #870 on 3 separate days. Ayes: McDonald, Hodges, Eldridge, Swanson, Absent: Drain. Motion Carried.

Miller and Associates presented 1- and 6-year street plan. Discussion was held on priority streets. More discussion will be held before the final decision.

Citizen Forum- Baxter presented interest in fixing the arches at the park. Will add to next month’s agenda.

Reports of officers- Carfield inquired what’s the problem of the pool. Discussion was had on cement and ADA compliance, pool house, and fencing.

ORDINANCE 53.04 Was brought to the attention of the Board that it is very vague of who is responsible for meter lines, electrical moving. Schroeder will be researching for next meeting to make less vague.
JEO consultants introduced their company. They help with grant writing, engineering, and community projects.
Maintenance Reports- Carfield gave reports. Lead and Copper samples were completed and paperwork sent in. For the water tower valve, he is going to try and insulate for the winter so we can just drain the water tower once. Discussion about putting water lines in to a property near East A. Maintenance crew has been working to update water meters that were previously purchased.
Johnson was here and jetted some lines, during this time it was noticed partial of the lift pump was broken. A service ticket was placed to have a company come in and evaluate. Lift station degreaser found a cheaper company. KMU energy was presented about getting training for the new maintenance crew. More discussion to be had with MEAN. NE Mosquito Annual Meeting we will not be attending at this time but are going to look into testing for license for spraying next year.
Tantalus program is making progress; fiber and IT have been proactive in finishing the internet needs. Meter readings will be September 22-24. Rundel attended the MEAN meeting, they are working on making a team of lineman to help service our area. Transmission rates are increasing, which may result in a MEAN and WAPA increase.
Eight (8) new trees were granted to the Village. Carfield presented zeeline oil drain pump, needed for oil changes and helping maintain the Village equipment. Dotson’s job description was discussed, the hours for the dump are 1-5, and the position is stated to do as directed by supervisor. Amidst discussion of job description cleaning bathrooms was presented. Since the school has new bathrooms at the ball field the Village will start winterizing their own now.
Carfield would like to rent a mini excavator for $900.00 a week for digging out culverts and getting the drainage problem addressed. Bobcat bristle brushes were breaking wire off of them. A bid provided to get bristle brush attachment rebuilt.
Village Clerk- McCauley stated audit of 2023-2024 is still in progress, QuickBooks side of things are categorized better. Benkelman was not interested in adding electrical to interlocal, Nuisance properties were discussed. Tree trimming bid for trees in power lines and different problem areas was presented. Farmers Coop and Bossleman’s submitted a propane bid. Dog tags for next year have been ordered. Flood plain meeting is in McCook September 10, McCauley and Aneas have both watched the webinar and will not be attending in person.
Unfinished business- 704 West G is the address in the system for the shop, it is incorrect it is 201 East G. Motion Hodges, second Swanson to approve bid with Gerih for $9,985.00 to fix street and gutter at 201 East G. Ayes: 4 Absent: 1 Motion Carried.

New business- Discussion on D. Anderson probationary period. Anderson does a great job working, with no complaints, and is very hardworking.
Motion Eldridge, second Swanson to raise Anderson pay rate to $18.00 an hour beginning next pay period. Ayes: 4 Absent: 1. Motion carried.
Discussion K. Anderson probationary period. Not able to fulfill rural and local route alone. Anderson rate remains $15.00 hour.
Motion Swanson, second Eldridge to approve rental from Ramsey for mini excavator at $900.00/week. Ayes: 4 Absent: 1 Motion carried.
Discussion on zeeline- looking into syphon.
Discussion on 1–6-year plan would like to consider bigger priority streets before final decision.
