DUNDY COUNTY COMMISSIONERS  FEBRUARY 17, 2026 MEETING

The regular meeting of the Dundy County Commissioners was held on February 17, 2026, in the Courtroom. The notice of this meeting was published in February 2, 2026, in the issue of the Scoop Media News.  Present: Commissioners Aaron and Tom Richard, ABSENT- Chairman Tecker available on phone. County Clerk – Mary Seybold, Attorney – Arlan Wine, Treasurer-Penny Denny, Assessor-Tish Burrell, Deputy Lucci, Karen Baker, Weed Superintendent—Michael Schrader, Ray Stute, Brian Bush, Steven Crouse, Kris Jaredine, Rae Hoss, Joe Olson, Lisa Reinick, Kyler Churchwill, Steve Olson, Joe and Judy Lutz. Director of Hitch and Hay—Larry Unruh, Larry Weise  Commissioner Aaron Keiser called the meeting to order at 8:30AM and announced the location of the Open Meetings Act in the Documents on the wall of Courtroom.  Public Comment: Larry Weise stopped by to share that he is ordering fertilizer for the lawns that he takes care of.  Motion was made by Commissioner Richard to approve the agenda, seconded by Commissioner Keiser Ayes: Keiser and Richard, Tecker not present.  Approving the February 2nd meeting notes was tabled until the next meeting.  Ray Stute, Brian Bush, Steven Crouse, Kris Jaredine, Rae Hoss, Joe Olson, Lisa Reinick, Kyler Churchwill, Steve Olson, Joe and Judy Lutz, constituents from Benkelman III (Haigler) were present to express their concerns with how the Roads department is being ran on a day-to-day basis. They submitted a petition named ‘Dundy County District #3 Petition for Emergency Road conditions’ with 107 signatures. A number of pictures were submitted from individuals showing just a few of the concerning areas.  “This petition concerns the dire need for something to done about our county roads. We are asking for immediate action to improve the condition of the roads. The roads at this point are not safe or sometimes unpassable. This petition is to show the Dundy County commissioners that something has to change! The surrounding 4 counties have safe passable roads. There is no excuse for the condition of our roads!  Many of the 11 constituents shared their individual concerns. Overall, the biggest concern is the safety of traveling the roads which many of them need to travel every day. The fact that there isn’t a road groom been purchased as of yet. Discussion about packers attached to all the graders would be helpful. The training of grader operators was brought up. It was also brought up concerning the crew not leaving the shop on cold days as well as having graders running for hours sitting outside the shop. Training was also an issue.  Commissioner Keiser stated that he will continue to stay on top of the concerns and issues. He shared that there was some money received from a grant that the roads department received from a disaster and that is earmarked for a groomer. Commissioners reviewed the claims for the pay period of 02/02/2026 through 02/17/26. Questions and/or comments were addressed and discussed as presented. Commissioner Richard made a motion to approve the claims as presented, seconded by Commissioner Keiser. Ayes: Keiser and Richard, Tecker not present.

Commissioner Keiser moved to adjourn the regular meeting and open the Dundy County Board of Equalization 10:00 A.M. Commissioner Richard Seconded. Ayes: Richard and Keiser , Tecker not present.
 Tish Burrell submitted the Statements of Re-affirmation reviewing Permissive Exemptions.  Commissioner Keiser made a motion to approve the document. Commissioner Richard seconded the motion. Commissioner Richard Seconded. Ayes: Richard and Keiser , Tecker not present.
 Commissioner Keiser moved to adjourn the Board of Equalization and open the regular meeting at 10: 01 A.M. Commissioner Richard Seconded. Ayes: Richard and Keiser, Tecker not present.
 Trish Burrell submitted the Contract for Lake Mac Appraisal.  The original contract was for two years according to the State of Nebraska.  This contract is only reviewing the original contract and stating that it will be finishing up the project past that original two-year contract. Commissioner Keiser moved to accept the contract, Commissioner Richard Seconded. Ayes: Richard and Keiser, Tecker not present.
 Larry Unruh, the Director of the Hitch and Hay organization was present to ask if the County was going to be amenable in support of the Hitch and Hay absorbing the Dundy County Transit.  He didn’t have a dollar figure of what would be requested at this time but will get figures put together.  He also is requesting the rental of the bus shelter that the County uses now. They would give the County a credit off of the requested support monies. Commissioner Kieser stated that the County would definitely look at any figures and agrees that it is a wonderful service for the constituents of Dundy County. Commissioner Keiser moved to approve the usage of the bus shelter. Commissioner Richard seconded the use of the bus shelter.  Ayes: Richard and Keiser, Tecker not present.
 Michael Schrader submitted his annual State Weed Report.  He will submit to the Clerks office when Chairman Tecker is available for signatures.
 The Clerks office was notified on February 10th that Michael was recognized for going above and beyond their daily responsibilities to help prevent the spread of noxious weeds throughout Nebraska. He was honored with the 2025 Region 6 Superintendent of the Year Award. A framed award was presented by Commissioner Keiser.
 Mary Seybold requested that Elected Offices please send pictures to her so she can put on the new website.  Http://dundycounty.ne.gov is the address!  She also gave an account of who has filed for the positions that are open for election.  Mary also shared the Candidate’s who have filed for offices.  RESOLUTION No 76-25-24 CATASTROPHIC ILLNESS DONATION POLICY was readdressed again to be included as a part of Dundy County Benefits. There were several aspects of the document that continue to be reviewed.
 Deputy Lucci submitted this January 2026 Report:  48 Traffic Stops;  1 Traffic Accident; 16 Civil Processes; 0 Arrest; 24 calls for service; 0  K9 Sniffs,  19 Vehicle Inspections; 0 Coroner Calls; 4 HHS Intakes; 0 Community Relations; 1   Prisoner Housed; 1 Prisoner (Current); 1 Prisoner Transports.
 Commissioner Keiser moved to adjourn at 11:04 A.M. Commissioner Richard Seconded. Ayes: Keiser and Richard, Tecker not present.
 The next meeting is scheduled for March 2, 2026 at 8:30 A.M. in the Commissioners Room.
