HITCHCOCK COUNTY BOARD OF COMMISSIONERS TRENTON, NEBRASKA – MAY 18, 2026  

A meeting of the County Board of Commissioners of Hitchcock County, Nebraska was held at the Hitchcock County Courthouse Commissioner’s Room, 229 East D Street, Trenton, Nebraska on Monday the 18th day of May 2026 commencing at 9:00 o’clock a.m. Present were Chair Paul Nichols, Vice Chair Ron Wertz and Commissioners Christopher Baker and County Clerk Margaret Pollmann. Notice of the meeting was given in advance thereof by publication on May 14th, 2026 in Scoop Media News, the designated method for giving notice. Board agendas are posted on the County’s website www.hitchcockcounty.ne.gov. Notice of the meeting was given to the Chair and all members of the Board. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. The Open Meetings Act was available for review and Chair indicated the location of such copy in the room where the meeting was being held. Also present Bill Roddy.  Chair Nichols opened the meeting at 9:00 a.m.  Member Nichols moved to approve the consent agenda consisting of approval of the May 20th, 2026 agenda and approval of the May 4th, 2026 meeting minutes. Member Wertz seconded the motion and after consideration a roll call vote was had as follows: Nichols, Yes; Baker, Yes; Wertz, Yes. Motion carried.  Sheriff Ryan King joined the meeting.  Mike Boden and Jessica Witting with Nebraska Association of County Officials (NACO) benefit services met with the Board. Discussion held on Blue Cross Blue Shield health and dental rate plans and options for the upcoming renewal.  County Attorney D. Eugene Garner joined the meeting.  Elaine Menzel, NACO legal counsel provided an annual update, relating to NACO meeting offerings and legislation. General discussion held.  Member Baker moved to approve the following claims. Member Wertz seconded the motion and after consideration, a roll call vote was had as follows: Baker, Yes; Wertz, Yes, Nichols, Yes. Motion carried.

Sheriff Ryan King advised as to an updated quote on Central Square Public Safety Software Solution services.  This item will be placed on the June 1st, 2026 agenda for further consideration.
 County Attorney Garner advised as to the Dana F. Cole and Company LLP letter of engagement.  Kevin Sylvester with Dana F. Cole joined the meeting via phone conference for discussion on the letter of engagement before the Board.
 Member Wertz moved to direct Chair to execute the audit services letter of engagement by and between the County and Dana F. Cole and Company LLP for audit services.  Member Baker seconded the motion and after consideration, a roll call vote was had as follows:  Nichols, Yes; Wertz, Yes; Baker, Yes.  Motion carried.
 Zoning Administrator Mike Erickson joined the meeting and discussion was held on the status of request for proposals for preparation of the Comprehensive Plan pursuant to the CDBG grant application.  The deadline for submittal of proposals is May 26, 2026.  This item will be placed on the June 1, 2026 agenda.
 Chair Nichols offered an update on the appraisal relating to Bureau of Reclamation Land transfers.
 Attorney Garner advised as to Hitchcock County District Court Cases CI 26-7, Ambrose Land Holdings v Tabetha Borges and CI 25-1, Lashley Family Trust v Theador and Shane Rippen.
 Member Baker moved to direct Chair to execute the Nebraska Association of County Officials, Blue Cross Blue Shield Subgroup Application for the July 1, 2026 renewal.  Member Nichols seconded the motion and after consideration a roll call vote was had as follows:  Baker, Yes; Wertz, Yes; Nichols, Yes.  Motion carried.
 Member Wertz moved to adjourn at 11:10 a.m. and to meet for the next regular meeting on Monday, June 1, 2026 at 9:00 a.m.  Member Nichols seconded the motion a roll vote was had as follows: Baker, Yes; Wertz, Yes; Nichols, Aye.  Motion carried.
