DUNDY COUNTY COMMISSIONERS  JUNE 1, 2026 MEETING  

The regular meeting of the Dundy County Commissioners was held on June 1, 2026, in the Commissioner Room. The notice of this meeting was published on May 28, 2026, in the issue of the Scoop Media News.  Present: Chairman Sye Tecker, Commissioner Aaron Keiser, Deputy Clerk – Christina Collier, Assessor-Tish Burrell, Treasurer-Penny Denny, Sheriff Bang, County Attorney-Arlan Wine, Karen Baker, Deputy Lucci, Nathan Behlke, and Brandon Meyer (Region 51 Emergency Management).  Chairman Sye Tecker called the meeting to order at 8:32 AM and announced the location of the Open Meetings Act on the board on the south wall.  Motion was made by Commissioner Keiser to approve the agenda, seconded by Chairman Tecker. Ayes: Keiser, Tecker. Absent – Richard.  Approval of the minutes of May 18, 2026, will be moved to the meeting on June 15, 2026.  Public Comment: None  Nathan Behlke (Dundy County Agricultural Society) requested approval of a beer garden for the annual county fair. Beer gardens will be on 7/23/26 and 7/25/26, for the Corn Hole Tournament and Lynard Skynard tribute band concert. Motion made by Commissioner Keiser to approve the beer garden request, seconded by Chairman Tecker. Ayes: Keiser, Tecker. Absent – Richard.  Commissioners reviewed claims for the pay period of May 10 – May 23, 2026. Questions and/or comments were addressed and discussed as presented. Motion made by Commissioner Richard to approve claims as presented, seconded by Chairman Tecker. Ayes: Keiser, Tecker. Absent – Richard.

No monies were transferred from the Inheritance Tax account.

Karen Baker addressed the compliance and repairs for the building’s elevator. This was also addressed at the previous meeting but was tabled to allow the commissioners to read through the repair agreement. Following the review of said agreement, Commissioner Keiser made a motion to accept the repair agreement, seconded by Chairman Tecker. Ayes: Keiser, Tecker. Absent – Richard.

 At the previous meeting the commissioners were presented with financials for employee health insurance for the upcoming fiscal year. Some of those numbers were misquoted and subsequently reviewed again at this meeting. A motion was made by Commissioner Keiser to approve and retain the current insurance plans for the upcoming fiscal year, seconded by Chairman Tecker. Ayes: Keiser, Tecker. Absent – Richard.
 The Benkelman Cemetery Board attended the previous meeting with the request of the county to take over the upkeep of the cemetery. The commissioners tabled the topic at that time and resumed discussion at this meeting. The roads department is fully staffed and does not have the manpower to add the cemetery to the responsibility of the department. The commissioners recognized it is an important job but do not feel that it is feasible for the county to manage. There was also concern with setting a precedence that could involve the other cemeteries in the county.
 The commissioners were to review bids and approve a bid for contracted hauling of gravel. With no bids to review the matter was closed.
 The commissioners have been discussing a lease for a new truck to replace a much older truck. With financial constraints the matter may be revisited at a later date.
 Road maintenance routes have been a topic of discussion for the last few meetings. With the absence of Commissioner Richard, the topic was tabled for the next meeting.
 With the Haigler roads supervisor resigning the commissioners have been discussing a replacement. This was also tabled due to the absence of Commissioner Richard.
 Christina Collier presented an issue with the time and attendance system the county implemented in October 2025. The company stated the system would be able to adjust to the county’s PTO earning policy requirements. However, it has come to light that the system will not in fact follow the policy and has been awarding PTO hours to employees that did not meet the minimum billing hour requirement. Ms. Collier audited all full-time employees’ weekly hours to calculate the differences between the system and what the amounts should be. After reviewing the audit results, Commissioner Keiser made a motion to correct the system’s PTO hours to the audited amounts, seconded by Chairman Tecker. Ayes: Keiser, Tecker. Absent – Richard. Ms. Collier will contact the company about other opportunities with the program.
 Motion by Commissioner Keiser to recess the general meeting to enter Board of Equalization to discuss over/under property values at 9:29 am, seconded by Chairman Tecker. Ayes: Keiser, Tecker. Absent – Richard. County Assessor Tish Burrell presented the over/under property values for consideration of the Commissioners. Commissioner Keiser made a motion to approve the over/under property valuation report, seconded by Chairman Tecker. Ayes: Keiser, Tecker. Absent – Richard.
 A motion was made by Commissioner Keiser to adjourn the Board of Equalization session at 9:32 am, seconded by Chairman Tecker. Ayes: Keiser, Tecker. Absent – Richard. Another motion was made by Chairman Tecker to come out of recess for the general meeting at 9:32 am, seconded by Commissioner Keiser. Ayes: Keiser, Tecker. Absent – Richard.
 Tish Burrell also shared information from the State regarding designating a print shop for upcoming mass mailings. Commissioner Keiser made a motion to designate the State print shop for the upcoming mailings, seconded by Chairman Tecker. Ayes: Keiser, Tecker. Absent – Richard.
 The assessor’s 3-year plan was presented to the commissioners for review.
 Zoning administrator Pam Reichert, spoke with the commissioners regarding the Conditional Use Moratorium expiring. It is the recommendation of the planning/zoning board to continue the moratorium for another 12 months. The commissioners are in favor of the extension and will formally address the topic at the June 15th meeting.
 The next topic on the agenda pertained to the hiring of a full-time clerk assistant. Due to extensive absence and unknown return date of Clerk Mary Seybold, the commissioners determined additional full-time assistance is necessary in the County Clerk’s office. The ad will run for two weeks.
 The Roads Department received an application to review for the seasonal mower position. A motion was made by Chairman Tecker to hire Cole Downey, seconded by Commissioner Tecker. Ayes: Keiser, Tecker. Absent – Richard.
 County Attorney Arlan Wine presented several topics of discussion. Dundy County has received payment reimbursement from Juvenile Services for work performed by Karen Baker. There will be an opportunity for all Dundy County employees to take a CPR class this month. The safety committee has suggested the steps to the courthouse may need to be repaired as there are many large cracks that could lead to safety issues. Mr. Wine stated there are several fire blankets in the annex building that are to be distributed throughout the county buildings. The Region 51 Emergency Management Interlocal Agreement is two-thirds approved as it is in Haigler for their board approval.
 County Sheriff KC Bang stated that his office has been quite busy lately. The department booked their first inmate for the renovated jail. Chief Deputy Lucci testified at a trial in Idaho for vehicle theft, which resulted in a conviction. Pam Reichert shared that she has heard several positive comments pertaining to the visibility of the sheriff and his deputies.
 Brandon Myers with Region 51 Emergency Management presented his quarterly report. It pertained to trainings and workshops his office has attended (including Pam Reichert, Emergency Manager). Ms. Baker asked about the grant work for the Max tornado siren.
 Mr. Myers is waiting for some more information in order to complete the grant writing. A representative is to be in the area to assess Benkelman, Max, and Haigler for needs regarding this.
 With no further business, there was a motion made by Chairman Tecker to adjourn the meeting at 10:44 am, seconded by Commissioner Keiser. Ayes: Keiser, Tecker. Absent – Richard. The next meeting is scheduled for June 15, 2026, at 8:30 A.M. in the Commissioners Room.
